MINUTES FOR THE
INLAND WETLANDS - ENVIRONMENT COMMISSION OF
THE TOWN OF EAST HARTFORD

The meeting was called to order at 7:30 PM in the Town Hall Council Chambers, East Hartford Town Hall.

OLD BUSINESS

A)      File # 2008-001
Application of Fairway Crossing, LLC to ask for a modification to a previously approved plan (File # 2006-016) to conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the construction of an active adult community located on a vacant parcel of land at the rear of No. 88 Long Hill Street, at the East Hartford-Manchester Town Line (Assessor’s map 60, lot 39A).  The applicant is requesting a modification for the installation of a sanitary sewer line and water main.       

Everett Miliam, an engineer from Zuvic Associates, spoke on behalf of the applicant.  He gave an overview of the project requesting a modification for the installation of a sanitary sewer line and water main.

Cmsr. Reik moved to APPROVE the application with the following conditions:
1.      The permit is non-transferable without the written consent of the Inland Wetlands Commission.
2.   Proper erosion controls are to be maintained at all times.
3.  All work in the Inland Wetlands and/or buffer zone must be commenced within five (5) years from the effective date. The activity must be completed within two (2) years from the commencement of the activity.
4.      Written notice shall be submitted to the Town Engineer 48 hours prior to the starting date of the approved activity.
5.  In evaluating this application, the Inland Wetlands Commission has relied on information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete and/or inaccurate, this permit shall be modified, suspended or revoked.
6       Approval is granted as per plans submitted with the application dated 2-11-08 revised                to 2-29-08.
7.      Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
8.      The ecologist report of 9-11-06 reiterates that the Inland Wetlands located adjacent to Ice Pond Road is heavily laden with silt and road sand. Provide a note on the plans stating that the contractor is to coordinate with the Town to determine if sand and silt have accumulated along Ice Pond Road. If accumulation is observed, the material will be removed and the site restored to its original condition.  
9.      Revise the sequence of operations - the installation of the sanitary sewer (to service the Town of Manchester) needs to be installed prior to the construction of temporary sediment trap #2.
10.     Provide copies of boring data and location plan for each test site.
11.     Provide lines and labels for limits of Inland Wetlands Buffer Zone along Ice Pond Road and railroad tracks.
12.     Provide lines and labels for existing guide rail along Ice Pond Road – need to remove that portion of rail in the vicinity of the access road to outlet structure at the existing 60” pipe.
13.     Revise proposed grade of the sediment bay, water quality basin #3 – should be elevation 127.5.
14.     Provide hay bale check dams along existing swale located to the west of the project.
15.     Provide additional erosion and sedimentation control measures for the phased construction. Revise erosion and sedimentation control notes accordingly.
16.     Provide lines and labels for existing light poles along Ice Pond Road.
17.     The base of the existing light poles is to be a minimum of 18” from the edge of the proposed widening of Ice Pond Road.
18.     Provide dimensions for the widening of Ice Pond Road.

NEW BUISNESS
     A) File # 2008-002
          Application of Riverfront Recapture, Inc.,  to conduct a regulated activity within the Inland Wetlands and Buffer Zone in conjunction with the installation of five sculptures located within Great River Park, East River Drive, East Hartford, CT.

MISCELLANEOUS ITEMS
The Town is following up on some minor violations of property owners.

The Town received plans from Purcell Associates about the levy system.  Denise Horan, Town Engineer, went into detail regarding the urgent repairs that need to be made to the earthen dike system and the seepage control blankets.
